In the capital there is no longer any deficiency of teachers that used to be at the beginning of the 2000s. Moreover, the head of the Department of Education said that for any teacher from Ivanovo or Belgorod region, as well as from any other region, who wants to work at a capital school it is necessary to pass an examination. "Fortunately for Moscow and unfortunately for the neighboring areas, - Isaak Kalina explained, - a difference in salaries is so high that we are forced to implement entrance diagnostics for teachers who want to move to the capital. For the subject teacher, for example, to get a job offer at the Moscow school, it is necessary to pass the Russian State Examination, and the elementary school teacher has to pass the interdisciplinary diagnostics".
An average salary of Moscow teachers by the end of the year has to reach up to 110 thousand rubles.
The salary of Moscow teachers by the end of this year has to come very close to 110 thousand rubles. Such aim was set the other day by the mayor Sergey Sobyanin while discussing the development of the Moscow education until 2025. The head of the Department of education considers this purpose achievable as only for the last seven years the average salary of teachers in the capital has grown more than twice: from 39 thousand rubles in 2010 up to 89 thousand in the first quarter of this year. The minimum salary of the Moscow teacher is 64 thousand rubles now, and by the end of the year, it has to rise up to 68 thousand rubles.
Mr. Kalina also mentioned that neither principals’ salaries, nor the salaries of the officials of the Department of education have any relation to the calculation of an average teacher's one. An average salary of the principal in Moscow is about three times more than an average salary of the teacher. At the same time, any interested person can look at the formula according to which the principal’s work is paid - it is posted on the website "School of the Big City" (school.moscow).
The result of the integration of schools, the event in the city that happened three years ago, has become obvious. According to Isaak Kalina, the main benefit for each Moscow family with a school student is that it has a unique opportunity of the choice of the educational direction the child is interested in. It can be done in one school. The matter is that in complexes the quantity of the directions in which the pupil can study has considerably increased. If it is about profile education, a student can choose between profound studying of mathematics, literature, economy, and a foreign language... Pre-professional education comprises cadet, medical, engineering and academic classes. Additional education allows developing a child’s creative talents - to learn to sing, dance, draw, etc. Such a wide choice is offered across all Moscow. If in 2010 in the city there was only 1% of the schools having more than three different profiles, there are no schools with less than three profiles now. Many schools have also four and five profiles. Why is it important? For example, a child entered a cadet troupe, studied there for two years. Then the child understood that he wanted to be an engineer, but not a military person. It is possible to transfer to a different class of the same school - an engineering one - and if it were an establishment specialized in a particular field, it would become a problem.
According to the Decree of the President, 75% of children in the city are involved in the additional education. But if according to this document no less than half of this quantity have to be engaged in clubs and sections free of charge, about 76% of additional classes are covered by the city budget, and parents pay only for the remained 24%. But as the Head of Department mentioned, Moscow fathers and mothers pay other not-governmental organizations much more money for their children, hey also pay willingly money to private organizations - for different clubs, master- classes, etc. Therefore, the Moscow parents’ demand for the developing services is much higher than the offer of the public school today. He honestly admitted: despite the huge property complex, which is available at city schools and incredible material resources, they lose so far to the private organizations based on which different clubs and sections work.
Thanks to the happened changes in the quality of education in the city the number of children who gain 25 points on the RSE– a competitive figure for entering good departments of the leading higher education institutions, grew from 1.6 thousand in 2010 to 7.5 thousand in 2017. The number of winners of the Olympiads having a right to enter a university without examinations and study there free of charge has also increased from 278 to 817. This year, Mr. Kalina hopes, there will be even more of them. As a result, the number of the capital graduates getting budgetary places at the universities has increased. In MIPT, for example, last year it grew from 7 to 25%, the First Medical University - from 10 to 30%.
The Russian State Examination will begin at school soon. According to Isaak Kalina, nothing new is expected in its procedure. The capital was ready for the innovations of the last years. In particular, the composition has been added as an admission requirement for the Russian state examinations in the 11th grade in recent years. However, in 2014 Moscow took the initiative to write such a composition in the 10th grade. Mathematics was divided into basic and profile. The Mayor of Moscow Sergey Sobyanin allowed Moscow schools students to take basic mathematics in the 10th grade since it unloads them in the 11th grade when they have to take a lot of examinations in different subjects.
More and more Moscow school students choose pre-professional classes for studying: engineering, medical, cadet. The city pays much attention to the quality of education there.
We understand that each pre-professional class is capable of giving the necessary result only within the tripartite alliance: school - higher education institution - the enterprise, - Isaak Kalina says. - The school has to have the trained teachers and the necessary equipment - The Government of Moscow has provided necessary funds for its implementation. Higher education institutions are interested in such classes too. For example, it is interesting for medical institutes to deal not just with graduates who have an excellent mark in chemistry and biology, but also with applicants who have already been in hospitals many times. In other words, the students who have already plunged into the profession. Such children are less likely to have come to realize by the second year of studying that medicine is not their cup of tea. As a result, they will not lose two years, and the health care will not receive the doctor who does not care about patients. Clinics have their own benefit – they will get a graduate with practical skills - the department of health care selects medical institutions, which willingly accept students of medical classes. There are no problems with the scientific organizations for the academic classes.
Difficulties are only with the hi-tech enterprises so far. There are not many of them yet that are ready to admit students of engineering classes on the territory. However, the department of science, industrial policy and business tries to help us too, and, I hope, the base for cooperation with schools will extend gradually.
About 70% of the school students having finished a pre-professional class will study their major at a higher education institution. However, according to Isaak Kalina, 30% of the students who have changed their mind, have not missed any opportunities because they studied in such a class, they have actually won. "Do you agree that 30% of students who have changed their mind can be considered an important result, too? I always say that pre-professional classes are also necessary for students to understand and realize their mistake as soon as possible. Life forgives mistakes at school, but not in the adulthood".
In Moscow, the Moscow Electronic School project has been launched. More and more teachers are getting involved in MES content creation. About 200 teachers have already received grants for the development of electronic lesson scenarios, each of which is worth 100 thousand rubles. It is possible to see all the materials on mos.ru in the MES section and on the website "School of the Big City". By the end of the year, all Moscow schools will have been equipped with the most modern digital equipment.
