I could not remain away from the discussion of the topic which concerns each teacher: how the certification has to be held and based on. And does the teacher have to put time and strength in the certification procedure?
The teacher who already has pupils needs to be appreciated for dynamics (increment) of his or her pupils' results. If we are not able to understand the dynamics of the results yet, to measure it without the teacher’s additional efforts and we are not able to appreciate this dynamics, it is not necessary to turn it into the teacher's problem. It is a problem only of the employer. And our problem – those people who are an employer of their employers. It means that we have not created a corresponding tool, which objectively measures the dynamics of pupils' results of each specific teacher in the automatic mode.
Now in Moscow the procedure of teachers' certification successfully exists for the first and highest qualification categories. The most important in it is the fact that it does not distract the teacher from working with children as it is based only on real results of real work of the teacher with his pupils. The teacher does not need to fill out any bureaucratic reports or to come to a meeting of the certifying commission (though any teacher has a right to participate personally in a meeting). All data on pupils' results of the specific teacher that are necessary for certification come from the resources of the Moscow electronic school (including the online journal). These data are always available to the teacher, and the assistant principal, and the principal, and members of the certifying commission. At the same time not just the actual pupils' results are taken into consideration, the dynamics (increment) of results is very important (in any range - from very weak to just weak, from weak to normal, from normal to good, from good to excellent, from excellent to outstanding).
Such procedure of the certification does not distract the teacher from working with pupils and improving their results, it does not take the teacher's time, which is supposed to be spend on the interaction with pupils, on interaction with any "experts", "appraisers of the work", on creating reports, carrying out shooting of any production lessons, etc.
I am convinced, it is impossible to spend teacher's time on the certification. It can and has to happen in an automatic objective format.
And the model of teachers' certification offered in the article (http://www.ug.ru/archive/74975) by colleagues from teacher training University can be a good shape of a thesis defense of the pedagogical higher education institution graduate and to serve as some kind of entry point in a profession.
It is strange that colleagues offer such a model that obviously contradicts a repeatedly designated position of the minister Olga Yurevna Vasilyeva about respect for the teacher.
